GOHSEP Winter Weather SITREP

December 7, 2017

State EOC Activation Level: Crisis Action Team (CAT)

SITUATION: A cold high pressure system will bring freezing conditions and possible snow/sleet across the region tonight through Friday.

 

North Louisiana: A freeze warning is in effect for tonight across the entire ArkLaTex area. Overnight low temperatures will range from lows in the lower 20’s across the Interstate 30 corridor to around 30 across deep east Texas and west-central Louisiana. Also there is a slight chance for snow flurries across deep east Texas and west-central Louisiana after midnight.

 

Southwest/Central Louisiana:  There will be a threat for light rain mixed with sleet in east Texas and central Louisiana today and tonight. No ice accumulation is expected, but as temperatures drop to at or below freezing late tonight, there could be some slick spots on area roads and bridges. Further south, by tonight into Friday morning, there is a chance of rain/snow mix across most of the region. The probabilities for snow ranges from 10-20% in southwest Louisiana and 20-30% in south central Louisiana. No snow accumulation is expected.

 

Southeast Louisiana:  Small accumulation of snow and/or sleet is expected across southeast areas of the State tonight and tomorrow. Actual accumulations may vary but up to 2 inches of snow is possible in the advisory area mainly on elevated surfaces and the grass. There is a possibility for a band of moderate to heavy snow developing which could produce a quick burst of snow leading to isolated higher amounts. Minor accumulations could lead to slick spots on elevated roads and bridges. A moderate to hard freeze is possible for a few locations Friday night. Black ice could be a concern with any leftover wet spots that freeze mainly over bridges and highways.

·        A WebEOC Incident has been created for this event

·        Activated Crisis Action Team on 12/7/17

·        Conducted Winter Weather Conference Call with affected Parishes and ESF Leads

·        Regional Coordinators are maintaining communications with local and State partners

 

DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT

·        DOTD districts are monitoring weather conditions and making preparations to deploy deicing materials as needed

·        Scout crews will be inspecting roadways for hazardous driving conditions throughout the night

·        No immediate decisions have been made toward activation of the ESF3 EOC at this time

 

PUBLIC SERVICE COMISSION

·        Although widespread power outages are not expected, Utilities are monitoring and prepared to make restorations as needed

 

DEPARTMENT OF HEALTH

·        We have created an event in our systems and sent out a notification to all critical healthcare facilities monitored by ESF 8 asking for updates on any significant facility impacts

 

AMERICAN RED CROSS

·        ARC leadership is reaching out to parish emergency managers

·        Preparing disaster staff

·        EBRP Public School System, Zachary School System, Central School System and Catholic Diocese of Baton Rouge closed Friday

·        Updating key stakeholders as new information is received

 

EAST FELICIANA

·        Public Schools, Silliman Institute, Slaughter Community Charter School and Centreville Academy, Centreville, MS (We have 120 local children attend) will be closed Friday

·        Parish Police Jury offices, S.O. administrative offices closed Friday

·        Parish maintenance has staged and deciding measures are on standby

·        Parish Government opening a warming shelter Friday at 1300 hours, remaining open Saturday night and possible Sunday night at the New Orleans Mission Giving Hope Retreat (31294 US-190, Lacombe, LA 70445)

·        No EOC activation

·        Coordinating with school administrators on school closure determinations

·        Parish Public Works Department will be on stand-by in case sand is needed for icy roads

 

TANGIPAHOA

·        Schools closed Friday, government plans to be open

·        Salt was picked up from DOTD, trucks have been staged and a skeleton crew will remain on duty through overnight hours for road and bridge surveillance

 

VERMILION

·        Schools closed Friday

 

WASHINGTON

·        Emergency Declaration uploaded to WebEOC

·        Schools Parish libraries and courthouse closed Friday

·        Only essential personnel to report to government offices Friday

 

WEST BATON ROUGE

·        Schools and government offices closed Friday
