021-13 CHEMICAL FIRE ASCENSION PARISH (GEISMAR) 13 JUNE 2013



 



SITUATION



At about 0837 hours 13 June 2013, an explosion occurred at
the William Olefins plant in Geismar (Ascension Parish) on Louisiana Highway
3115. The explosion also resulted in an ethylene chemical fire.



 



Initial reports indicate 280 wounded (30 serious/burn and
250 walking wounded). So far, there have been no reports of fatalities from
this incident.



 



 



Louisiana Highway 30 has been closed due to this incident
and a 2-mile shelter in place zone has been set up from the incident site.



 



ACTIONS BY PARISH



Ascension parish has local responders at the incident and
have set up an incident command at the intersection of Louisiana Highway 3115
and Louisiana Highway 74.



 



Ascension Parish EOC is fully activated

GOHSEP Region 2 Coordinator on scene to assist the parish



 



DOTD



Assisting
LSP with road closures at their direction.  The Area Engineer has staff
onsite and is in route himself.  Sign crews are currently setting up road
closures and variable message boards. Directing southbound traffic in this
area to LA 74 eastbound.  Northbound traffic is being directed up LA
73.  Asked Ascension Parish Sheriff to assist with traffic control at the
intersection of LA 73 at LA 74

Deployed a helicopter to investigate the incident

Alerted American Red Cross of the incident and is monitoring

Notified LERN along with hospitals in Region 1 and 2.

DEQ reported the following:



3-4 critical patients airlifted



30 patients transported by Acadian Ambulance



Local  triage handling minor injuries



System is shut in and release is ongoing, appears to be
residual in the system that is burning.
