GOHSEP SITUATION REPORT

23 January 2014

As of 1600 Hours

STATE EOC ACTIVATION LEVEL: Crisis Action Team (CAT)

WebEOC Incident Name: 001-14 Winter Weather - Statewide - January 2014

GOHSEP is currently monitoring a very fluid winter weather situation occurring throughout the state. Multiple advisories and warnings have been issued for late today through tomorrow. The northern half of the state has already begun to experience some slight snow flurries, while the rest of the state will experience periods of winter precipitation starting this evening through tomorrow. It’s important to note that even though freezing temperatures will be in place, the moisture content is what will drive this event. The further east you move throughout the state, the less moisture content will be available.

The breakdown of possible affects are below:

NWS Shreveport: Winter Weather Advisory for Sabine, Natchitoches, Grant, and LaSalle Parishes

·        There are reports coming in of some snow flurries in the region.

·        A Winter Weather Advisory is in effect for the four above parishes from 6:00pm-10:00am. The NWS is expecting snow accumulations along the amount of one inch. These accumulations should be limited to elevated surfaces (bridges, overpasses) as the ground surface is too warm.

·        A Hard Freeze Warning is in effect for areas along the I-20 Corridor and north from midnight – 10:00am.

NWS Jackson:

·        There are reports coming in of some snow flurries in the region.

·        For the parishes of South Franklin, Tensas, Catahoula, and Concordia: Light snow accumulations up to one half an inch is possible, mainly on grassy and elevated surfaces.

·        For the remaining northeastern parishes: Light snow flurries will continue to be possible with no accumulation expected.

·        Snow possibilities could last until tomorrow morning (6:00am-10:00am).

NWS Lake Charles: Winter Weather Advisory for entire forecast area from 6:00pm - Noon

·        Central Louisiana: A possible light dusting of snow may occur overnight (grass and elevated surfaces); accumulations should be about less than one inch.

·        Lake Charles, 5 parish area (Region 5): The greatest of impacts will occur in this area of the state where the moisture content is highest. This area has a 50% chance of winter precipitation. The event should begin about 9pm once temperatures drop below freezing. Rain should mix into rain/sleet/freezing rain. Ice accumulations along less than a quarter inch is expected. This event has the possibility to linger into the late morning hours along the I-10 corridor.

·        Parishes east of Lake Charles (Region 4): For the Lafayette, Acadia, etc region. The moisture content is expected to be lower in this region, thus the chances for winter precipitation are lower (30%). Ice accumulations along less than one tenth of an inch is expected. Again, the greatest impact will be in the greater Lake Charles area.

NWS Slidell: Winter Weather Advisory for East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, West Baton Rouge, West Feliciana

·        Baton Rouge and areas north/west:  This area has a 30% chance of winter precipitation. Light rain will begin this evening, and will possibly change over to sleet as temperatures drop below freezing. The time frame for this could occur between 9:00pm-midnight. Temperatures will not rebound until the mid/late morning Friday. Because of the extended time of temperatures below freezing, there could be light accumulations of one half inch on elevated surfaces (bridges, overpasses).

·        A Hard Freeze Warning is in effect for Ascension, East Baton Rouge, East Feliciana, Iberville, Livingston, Northern Tangipahoa, Pointe Coupee, Southern Tangipahoa, St. Helena, St. Tammany, Washington, West Baton Rouge, West Feliciana Parishes until 11:00am.

·        A Freeze Warning is in effect for Assumption, Lower Jefferson, Lower Lafourche, Lower Plaquemines, Lower St. Bernard, Lower Terrebonne, Orleans, St. Charles, St. James, St. John The Baptist, Upper Jefferson, Upper Lafourche, Upper Plaquemines, Upper St. Bernard, Upper Terrebonne Parishes until 9:00am.
