GOHSEP SITUATION REPORT

28 January 2014

WebEOC Incident Name: 007-14 Winter Weather - Statewide – 28-30, January 2014

 

SITUATION: GOHSEP is currently monitoring the winter weather currently impacting the state. A cold front pushed through the state yesterday, bringing with it freezing temperatures from an arctic air mass.  Concurrently, an upper level disturbance tracking across the western Gulf of Mexico is beginning to move moisture into the southern half of the state. The combination of frigid temperatures and moisture has set up a potential significant winter weather event. Winter precipitation has already begun in the majority of the state.  This is a very fluid situation and is being monitored closely.

 

The breakdown of impacts are below:

 

NWS Slidell: Primarily an ICE event

-        A   Winter Storm Warning is in effect for the entire forecast area until January 29th at 6:00am.

-        All forms of precipitation will be possible Tuesday and Tuesday night. Snow and ice accumulations likely through tonight into Wednesday morning.

-        Ice accumulations are likely before it transitions over to snow. Possible accumulations of snow could reach up to 2 inches in some areas, while possible accumulations of ice could reach up to .25 inches. Freezing rainfall amounts greater than a quarter inch can impact tree limbs and power lines resulting in power outages. Strong winds can increase damage potential.

-        Heaviest ice accumulations at this time are expected to occur along and south of the I-10/12 corridor including Metro New Orleans.

-        Heaviest snow accumulations at this time are expected to occur north of the I-10/12 corridor in the northern reaches of the north shore Parishes.

-        A Hard Freeze is expected as duration of below freezing temperatures can be 48 to 60 hours long. Winds today will be 15-20 mph with gusts up to 30mph. Dangerous wind chill values of 5 to 15 degrees are possible tonight over the forecast area.

-        Estimated Timing and Duration:

o   Baton Rouge: Currently below freezing and will stay below freezing through the day and overnight; freezing rain and sleet are occurring, and should transition to sleet and snow by early afternoon. Transitioning to all snow before ending tonight.

o   New Orleans: freezing by late morning to early afternoon hours; light rain already with onset of freezing rain shortly after temperature reaches freezing, transitioning to sleet by evening with some snow possibly mixing in before ending early Wednesday morning.

o   North Shore: near freezing currently; onset of freezing rain will begin shortly, transitioning to sleet by early evening with some snow possibly mixing in and maybe changing over to all snow before ending early Wednesday morning.

 

NWS Lake Charles:

-        A Winter Storm Warning is in effect for Acadia, Allen, Avoyelles, Beauregard, Calcasieu, East Cameron, Evangeline, Iberia, Jefferson Davis, Lafayette, Lower St. Martin, Rapides, St. Landry, St. Mary, Upper St. Martin, Vermilion, Vernon, and West Cameron Parishes until January  29th at  6:00am.

-        Winter precipitation, a mix of snow, sleet and freezing rain, has begun, with the highest chances between noon and midnight. It will be tapering off after midnight early Wednesday morning.

-        A Hard Freeze is expected tonight north of the I-10 corridor, with lows in the mid 20s. Temperatures will be in the upper 20s along the I-10 corridor and near freezing at the coast.

-        Estimated Timing and Duration:

o   Central LA: Snow will be ending this evening. Total accumulation will be 1-2 inches, with ice accumulations of less than a tenth of an inch.

o   Southwest LA: Sleet could mix with snow late this afternoon or evening, before ending as snow before midnight. Total snow accumulation will be 1-2 inches, with ice accumulations about one-quarter of an inch.

o   South Central LA: Sleet will continue through the afternoon and evening, before transitioning to sleet and snow late tonight, and taper off after midnight. Total snow accumulation will be 1-2 inches, with ice accumulations of around one-third of an inch. The combination of ice and winds of 20 mph could result in a significant ice storm, with extended power outages possible.  

 

NWS Shreveport:

-        A Winter Weather Advisory is in effect for  Caldwell, Grant, La Salle, Natchitoches, Sabine, and Winn Parishes until  January  28th at 6:00pm

-        The region is currently experiencing a mix of snow/freezing rain/sleet. The event will continue until this evening with total accumulations potentially reaching up to 1.5 inches for the region.

 

NWS Jackson:

-        A Winter Storm Warning is in effect for Catahoula and Concordia Parishes until January 28th at 6:00pm

-        The area will begin to see some form of winter precipitation after 3:00am, with a transition over to snow. The event should end this evening with total accumulations potentially reaching up to 2 inches.

·        The John N John bridge in Crowley (La 13) has been closed

·        HWY 90:  Between Taylor Street and 2nd Street (Mermentau). The road is closed because of ice on the roadway.

·        US 90 overpass between Crowley and Rayne is closed

 

Ascension:

Calcasieu Parish:

·        I-210 in both directions: Road closed between Exit 1: I-10 and Exit 12: I-10 (Lake Charles). The road is closed because of ice on the roadway.

·        US 90 East flyover bridge to 1-10 on ramp.  Traffic will be detoured to PPG Dr.

·        I-10 in both directions: Road closed at Exit 44: US 165 (near Iowa). The road is closed because of ice on the roadway.

 

Cameron Parish:

·        Texas DOTD has closed Causeway Bridge located Hwy 82 entering Cameron Parish from West Side

East Baton Rouge Parish:

·        LA 37: Road closed to traffic between Frenchtown Road and Choctaw Dr. near Baton Rouge. The road is closed to traffic because of ice on the roadway.

·        I-12 in both directions: Left lane closed between Exit 7: LA 3245; O'Neal Lane and Exit 10: LA 3002; South Range Avenue (Baton Rouge). The left lane is closed because a Winter Storm Warning is in effect. Until tomorrow at about 11:59PM CST.

·        LA 37 Central Thruway between Choctaw and French Town

·        I-10; Entire roadway from I-10 split to Hwy 1/ St. Francisville

·        ALEXANDRIA/PINEVILLE: Jackson Street Bridge (HWY 165) Closed.

·        LA 8 in both directions: Bridge closed at Leitrim Avenue (Boyce). The bridge is closed because of ice on the roadway.

·        I-49 in both directions: Road closed to traffic between Exit 73: LA 3265; Robinson Bridge Road and Exit 94: River Road; Rapides Station Road (near Alexandria). The road is closed to traffic because of ice on the roadway.

·        US 165B in Alexandria in both directions: Road closed to traffic between Johnston Street and I-49 (Alexandria). The road is closed to traffic.

·         Broadway Overpass @ I-49

·         Sugarhouse Overpass @ I-49

·         Pineville Expressway @ Donahue

·         Elevated Portions of I-49 through Alexandria

St James:

·        I-10 in both directions: Road closed to traffic between Exit 109: LA 328; Anse Broussard Highway (near Breaux Bridge) and Exit 135: LA 3000 (near Rosedale). The road is closed to traffic because of ice on the roadway.

·        LA 308 in both directions: Bridge closed between Valentine Drive and Joe Brown Road (1 mile east of the Houma area). The bridge is closed due to a winter storm.
Comment: The Valentine Bridge is closed between Joe Brown Road and Valentine Drive due to a winter storm. Detour: Bollinger Swing (North 4 miles - state operated) or T Bois Lift (South 4.5 miles - parish operated)

·        LA 316 in both directions: Emergency repairs between Old Ferry Road and Romero Street (near Houma). Emergency repairs are in progress. The bridge is closed. See map for detour(s).

Comment: The Bayou Blue Pontoon is closed between Old Ferry Road and Romero Street due to repairs. Detour: LA 3087 Prospect Bridge (West 3.5 miles)

Vermilion:
West Baton Rouge Parish:

·        I-10 is closed in both directions from WBR to Lafayette (I-49)


West Feliciana Parish:

·        The Audubon Bridge is being closed to traffic by State DOTD at this time. Per WFP @ 747

·        The Hwy. 10 bridge over Thompson Creek between Jackson and St. Francisville is being closed by the state DOTD and will remain closed today.

·        Low water bridges on Sligo Road and Solitude Road are closed

·        US 61 between HWY 421 and Mississippi State Line

·        Low Water Bridges on Island Road at Morris Road are closed

 

Power Outages as of 1130 hours

·        252 power outages statewide
