SITUATION:   Lingering showers and below average temperatures will remain throughout the day and continue into Thursday. Considering the temperature trends and precipitation coverage, residents are urged to continue monitoring the latest statements and forecasts for additional information on this hazardous winter weather event.

 

FORECAST for LOUISIANA 

                

Southeast Louisiana:  Widespread rain is developing across the region today, however no freezing precipitation is expected. A large arctic mass will be moving into the area this evening  bringing dry air and below normal temperatures through Friday.

 

Southwest / Central Louisiana:   Areas of light rain and drizzle continue to fall across the area moving rapidly off to the northeast  keeping temperatures a bit cooler than normal.  The next front is expected through late on Thursday. This latest front is not expected to bring any rains.

 
North Louisiana:   A winter storm warning remains in effect until 6:00 pm this evening as an upper level trough of low pressure across northwest Louisiana will continue moving east across the four state Region. Over eastern parts of north central Louisiana, precipitation will be occurring as mostly snow with a wintry mix of light freezing rain and sleet before it transitions into snow in the afternoon. Less than a quarter inch of sleet and snow amounts are expected over lower parts of northwest and north central Louisiana with one half to five inches in northeast Louisiana, although there may be some isolated amounts of snow to up to six inches. The precipitation should exit the region late this afternoon or early this evening, however much of the snow and ice will remain into the day Thursday until temperatures warm up.
 
 
 
State Actions:
 
GOHSEP: Activated Crisis Action Team as of 3:00 PM on 2/22/2015. Participated in several weather briefings between the NWS offices from Lake Charles and Jackson.
 

DOTD: Be advised, the DOTD ESF-3 EOC has activated as of 5:00 pm 2-22-2015.  Continued heightened alert for those Districts along the I-20 corridor continues.  All Districts are monitoring weather conditions.  Communications between the Districts, the DOTD ESF-3 EOC, DOTD Executive staff, State EOC and LSP will be maintained until winter weather conditions subside.

 

LSP: The LSP Crisis Response Staff is monitoring this weather event and is ready to provide support to the LSP Troops or DOTD when assistance is requested by the affected LSP Troop(s) or DOTD. The LSP EOC is currently at normal operations.

·        On 2/23/15, LSP Troop E, F, and G utilized an additional 49 Troopers to assist / supplement the active shifts as a result of the winter weather event.

·        On 2/24/15, LSP Troop E, F, and G utilized an additional 45 Troopers to assist / supplement the active shifts as a result of the winter weather event that is taking place.  

·        From 0600 hours on 2/23/2015 to 1800 hours on 2/24/2015 LSP Troop E, F, and G have worked 64 weather related vehicle crashes and 102 weather related vehicle incidents as a result of the winter weather event that is taking place.

·        Troopers are actively monitoring roadways and weather conditions in their areas.

o   Troop E:  (20 Troopers) Troop E has 16 Troopers, and 4 Sergeants assigned to the current shift which includes Troop E Administration and E Team. Two Communications Officers are on duty at Troop E.

o   Troop F: (18 Total Troopers) Team A (8 Troopers, 2 Sgt's and a Lt), Team E (3 Troopers, 2 Sgt's and a Lt), 2 TESS Troopers.

o   Troop G: (22 Total Troopers) The active shift, Team C/Lt. Mondello (7 personnel), will be supported as follows, Motor Carrier/Lt. Kendrick (3 personnel) 0600 hrs.-1800 hrs, Towing and Recovery (1 trooper) 0600 hrs.-1800 hrs., DPS/Weights & Standards/Sgt. Thomas (3 personnel) 0600 hrs.-1800 hrs., Team E/Lt. VanGossen (8 personnel) 0700 hrs.-1900 hrs., Lt. Robinson – XO, and Capt. Madden – CO

 

Region 7 & 8:  Approximately 6,000 power outages have been reported across Region 7 & 8 most of which are in Caddo and Bossier parishes.

Impacts/Precautions:

 

Ø  Freeze Warning - sub-freezing temperatures are possible.

o   Protect plants by covering them or bringing them inside.

o   Pets should be protected or moved indoors.

o   Be careful heating your home. Space heaters need to be kept 36 inches away from anything that can burn. Turn it off when you leave the room or go to bed.

o   To prevent freezing and possible bursting of outdoor water pipes, pipes should be wrapped or drained.

o   Dress warmly and keep exposed skin covered if outdoors.
