State Declaration Proclamation No. 85 BJ 2015

Situation:  Due to the heavy rainfall amounts over the past 30 days there is concern regarding rising water levels for the Red River.  Attached to this report is the Red River Gauge document. 
 
Red River Levels:
    
Red River at Shreveport is currently at 37.14 feet (Major Flood Stage) and is forecasted to drop to 37.00 feet (Major Flood Stage) on Wednesday, June 10. 

Red River at Coushatta is currently at 38.44 feet (Major Flood Stage) and is forecasted to reach 38.6 feet (Major Flood Stage) on Wednesday, June 10. Record height for Red river at this point is 39.9 feet.

Red River at Grand Ecore is currently at 40.88 feet (Major Flood Stage) and forecasted to reach 42.5 feet (Major Flood Stage) on Friday, June 12. Record height for Red River at this point is 44.7 feet.

Red River at Alexandria is currently 34.53 feet (Minor Flood Stage) and forecasted to reach 38.0 feet (Moderate Flood Stage) on Sunday, June 14.

oMonitoring the situation and is activated to Level III with select ESFs.

oContinuing to support flood operations.
ARMY CORPS OF ENGINEERS
oUSACE continuing to conduct levee inspections on all federal levees.
DEPARTMENT OF AGRICULTURE AND FORESTRY
oCoordinating with LSU Ag Center to assess Livestock and Agricultural needs.
DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT
oDOTD District 08 (Alexandria) Crews supporting Levee Gap closures at LA 1226, US 84, US 71, KCS Railroad NLDD, KCS Railroad 19th Levee District and LA486
oDOTD District 08 monitoring LA 1226 and LA 486 for potential flooding 
oDOTD District 08 and District 04 continuing to support sandbagging operations throughout their area of responsibility
oDOTD District 04 continues to monitor rising water on I-220

DEPARTMENT OF ENVIRONMENTAL QUALITY
oPermit Section continuing to confirm discharge limits and bypass provisions for any facilities that may be affected by flooding.
oMaking pre-flood phone assessments to multiple parishes.
STATE FIRE MARSHAL
oMoved Mobile Command Truck to Shreveport to monitor the Boardwalk. A crack that was previously observed in the wall separating the river from the Boardwalk appears to be getting bigger. Engineers were called in to investigate the opening in the wall. Based on the recommendations of three engineers, the barricades were relocated to create a greater distance from the water.
oAdded 37 photos to the Downtown file library folder in WebEOC.
DEPARTMENT OF CHILDREN AND FAMILY SERVICES
oContinuing to support sheltering operations.
PUBLIC SERVICE COMMISSION
oCurrent disconnects determined to be associated with the Red River flooding according to SWEPCO (attached to WebEOC SITREP).
VOLUNTARY ORGANIZATIONS ACTIVE IN DISASTER (VOAD)
oVolunteer organizations are providing canteen services and mobile feeding vehicles.
DEPARTMENT OF WILDLIFE AND FISHERIES
oContinuing to support flood operations.
oContinuing to enforce lake closures to recreational traffic.
oLake Bistineau closed to recreational traffic.
DPS (COMMUNICATIONS)
oContinuing to support flood operations.
Parish Actions 

BOSSIER PARISH
oLevee District & LANG continuing to monitor levees.
oBossier City continues efforts to keep the culverts plugged east of the Teague Parkway at their water treatment plant. Pumping operations continue to protect the sewer treatment plant and clear the on/off ramps for the West Gate Bridge.
oRequested PDA/IA and PDA/PA. Will be working on maps and damage assessments
oParish sandbag PODS are still operational.
NATCHITOCHES PARISH
oContinuing to monitor and support flooding operations
oGRAND ECORE: Kansas City Southern Railroad bed flooded.
GRANT PARISH
oSuper sacks with sand and small sand bags were placed at the levee gap at Nantachie Bayou. The railroad remains open, but assets are in place to respond to flooding if needed.
oSandbagging operations are in progress on the western part of the parish. 
oNantachie Lake closed to recreational traffic.
CADDO PARISH
oUCG standing down after today.
oRecovery Team activated.
oEOC at partial activation from 8:00 AM to 5:00 PM.
oAll state assets have been released.
oCaddo Bossier Port CLOSED.
RED RIVER PARISH
oConducting assessments of levee system.
oTarp & sandbag operations at the Farm Barn on HWY 515 completed.
RAPIDES PARISH
oSandbag operations in progress to protect lift stations @ Riverfront St., Dupree St., & Mason St. in Pineville.
oParish Shelters on stand-by.
WEBSTER PARISH
oDeclaration of Emergency received.
AVOYELLES PARISH
oDeclaration of Emergency in progress.
WINN PARISH
oDeclaration of Emergency in progress.
