State EOC Activation Level: Crisis Action Team

WebEOC Incident Name: 15-026 Tropical Storm Danny - Statewide - August 2015

 

 

Tropical Weather Outlook: The National Weather Service is monitoring the first hurricane in the North Atlantic Ocean for the 2015 season. The center of the eye of Hurricane Danny was located by satellite near latitude 12.5 North, longitude 44.8 West. Danny is moving toward the west-northwest near 12 mph and this general motion is expected to continue for the next couple of days. Maximum sustained winds have increased to near 75 mph with higher gusts. Danny is a small tropical cyclone. Hurricane-force winds only extend outward up to 10 miles from the center and tropical-storm-force winds extend outward up to 60 miles. The estimated minimum central pressure is 992 mb (29.30 inches).

GOHSEP

o   GOHSEP has created a WebEOC incident (15-026 Tropical Storm Danny - Statewide - August 2015) to Track Tropical Storm Danny

o   Activated the Crisis Action Team as of 2:00 pm on 8/19/2015

 

Department of Transportation and Development (ESF – 1 Transportation)

o   LADOTD ESF - 1 is communicating with LANG, DOE, and Air Evacuation partners

Department of Transportation and Development (ESF – 3 Public Works)

o   Internal Preparations include pre-stage EOC radio/IT communications resources

o   All Damage Assessment Team resources are staged and ready

 

Department of Children and Family Services

o   DCFS is completing resource and functionality checks and disseminating information to staff as needed

 

Coastal Protection and Restoration Authority

o   CPRA ESF - 3 is initiating coordination with local levee districts and reviewing flood fight inventories and emergency contacts

 

Louisiana Workforce Commission

o   LWC has completed communication and readiness checks with primary mass feeding vendors

 

Department of Health and Hospitals

o   DHH  are reviewing pre-storm and post-storm activity lists, notifying healthcare networks, and testing various reporting mechanisms in the web-based ESF 8 suite

o   Conducting readiness training on major ESF 8 systems in potential risk areas including the review of the At Risk Registry

o   Communications with major system support vendors ensuring systems have been updated and tested, and GIS applications have been updated

o   Crafting a draft message plan to include all DRC groups, critical healthcare facilities and support staff

 

Bureau of EMS

o   ESF 8 EMS is reviewing EMAC pre-scripts, EED list, and MAC Operations plans

o   Verified Interop communications equipment, equipment for ambulance processing site, and WebEOC access

o   Briefed BEMS staff and provided in-state contractors updated response plans

o   Staff Augmentation Emergency Contact continued final steps of internal approval process

 

 

Parish Actions

 

Plaquemines Parish

o   Ensuring all citizens are registered with the parish’s emergency notification system

 

Orleans

o   Conducted all municipal public safety agencies to conduct functionality and logistical assessments as appropriate

 

St Bernard

o   Residents are being urges to finalize emergency plans and remove debris from yards

o   Public Works will begin a sweep of the parish to pick up debris

 

Lafourche

o   EOC phone bank and LPSO dispatches phones at Lafourche EOC being tested and prepared for use in case of activation
