047-12 TROPICAL STORM ISAAC 23 AUGUST 2012



SITUATION


As of 1600 hours 24
August 2012
, NWS/NHC is reporting on three systems in the
Atlantic-Caribbean-Gulf of Mexico basin. These systems are:



Tropical Storm ISAAC



The remnants of Joyce (will remain out in the Atlantic and
will not impact Louisiana)



Invest 97 (still too early to project a track with any
certainty but will be watched)

Tropical Storm ISAAC is the one of most concern for
Louisiana. While current track models have shifted the system a little further
east Louisiana is still in the western fringe of the cone of error so this
system will be monitored closely.

The latest intensity models project Isaac reaching Category 1
strength with a potential to reach Category 2 strength.



Based on the current track, southeast Louisiana could
experience some elevated tides and winds from Isaac.



Landfall is projected for late Tuesday of next week. 



As of 1600 hours today (24 August 2012) the State is at H-88. The H Hour clock has
been set on WebEOC. H Hour (the time when tropical force winds will begin
impacting the coast of Louisiana) is expected for early Tuesday morning in lower Plaquemines
Parish.



At this time, there are no planned UCG meetings or EOC
activation for this event. However, the GOHSEP Crisis Action Team and key
leaders will monitor and be prepared to respond as needed.

GOHSEP:


Created WebEOC incident 047-12 Tropical Storm ISAAC 23 August 2012 for this event



Conducting conference calls with parishes as needed.



Participating in conference calls with NWS and FEMA Region
VI



DOTD:


Verified commercial and school bus transportation assets



Reviewing policies and plans



Testing EOC equipment and contacting supporting agencies



Confirmed pet transportation capabilities with state contract
for trucks



Have made contact with all leads, coordinators, support
agencies and VSA sights



LDAF


Fuel team is monitoring and will be placed on alert once
Isaac enters the Gulf of Mexico



Providing updates to their executive staff and key
personnel



Confirming resources availability from vendors.



LSP


Providing periodic updates to heir senior staff and is
prepared for partial or full activation



DHH


Preparing reporting and communications systems along with
reviewing operational readiness plans



DCFS


Completed communications checks and providing updates to
their executive staff and key personnel



Placed all staff on alert as of 1100 hours 24 August



Coordinating with vendors to confirm resource
availability



DOC


Contacted all SE Louisiana at risk parishes and making plans
to support any inmate evacuations as needed



WFC


All vendors have been notified



Prepared to support DCFS in mass care activities as
needed



AMERICAN RED CROSS


Conduct a conference call 24 August with all their chapters
to discuss readiness and response



The NHQ DOC is activated to a Status II as of 0800 hours 24
August.



NWS


Providing updated information through emails and conference
calls



GOHSEP will continue to monitor and report as needed on this
and all tropical weather.
