State EOC Activation Level: Level III (Crisis Action Team) WebEOC Incident: 21-018 Tropical Weather – Statewide – August

SITUATION: At 4 pm, Tropical Storm Ida was located 100 miles west-southwest of Negril, Jamaica, heading northwest at 14 mph with maximum sustained winds of 35 mph. Steady strengthening will be expected as the system enters the southeastern Gulf late Friday/early Saturday. The system is forecast to approach the northern Gulf Coast at or near major hurricane intensity on Sunday. Louisiana’s most significant potential impacts include life-threatening storm surge, heavy rainfall, and damaging hurricane-force winds Sunday and Monday.

The National Weather Service expects daily showers and thunderstorms through Saturday, some of which could extend into the overnight hours. Some areas could see street flooding during periods of heavy rains. The heaviest rain from the tropical system will be Sunday night into Monday, from SE LA to the FL panhandle.

STATE ACTIONS: Agencies are monitoring the situation and are on standby as needed. UPDATES SHOWN IN RED

ESF-01 DOTD Transportation  DOTD ESF-1 EOC is in communication with Districts and partner agencies.

ESF-04 Firefighting Urban  SFM personnel on standby.  SFM & USAR assets inventoried and tested, awaiting staging.  Communication with fire chiefs (ESF4) is underway.  Communication with in-state USAR teams is underway.  Communication with out-of-state EMAC partners is underway.  Generator safety messaging is being disseminated via social media, to be followed by traditional media engagement.

ESF-06 American Red Cross  ARC is in the process of standing up DRO 255-22 in response to the tropical weather system.  ARC monitoring WX calls, HTF conference calls preparing to support incoming WEBEOC requests from agencies and parishes.  ARC in communication with internal division and national leadership communicating readiness activities and operational activities.

ESF-06 Louisiana VOAD  Louisiana VOAD is in communication with the membership regarding updates and the possible need to activate response agencies.

ESF-06 DCFS Mass Care  EOC at Normal Operations (Continue to monitor 24 hours).  Participating in GOHSEP Conference Calls and monitoring WEBEOC.  Placed all DCFS Staff on Advise status  Regional coordinators and Parish LNOs are communicating with local OEPs.  Received Sex Offender Registry from LSP for Evacuation and Shelter registration.  Validating resources with vendors for sheltering operations and projected deployment times of resources.

ESF-09 Department of Wildlife and Fisheries  Coordinating with Region Captains for storm response.  Contacted our ESF-9 Support agencies, LANG, LADAF LSFM and are in communications about response.  All SAR equipment is prepped and ready for deployment.
 SAR personnel is on standby status.  LDWF Command staff have assignments and are on standby. ESF-12 LDH/OPH  LDH/OPH is initiating staff meetings.

ESF-12 Public Service Commission  The LPSC is in contact with all utilities and is prepared to provide power outage reports regularly and restoration information.

ESF-13 Department of Corrections  Incident Management Command Center is being activated Friday 8/27/2021 at 1800 hrs.  Contacted all local jail facilities in Southern Parishes regarding evacuation needs.  Contacted State DOC to begin Sandbagging operations.  DOC Transportation teams are on standby, and vehicles are prepared to assist with requests from Southern Parishes.

ESF-16 Military Support  LANG TAC and JOC will begin 24-hour operations in the am.  LANG continues to monitor the weather conditions and is prepared for any future missions.

PARISH ACTIONS: UPDATES SHOWN IN RED

Region 1 Orleans Parish (Declaration in Progress)  Monitoring the system, meeting with parish partners, and providing updates to parish residents as required.  Turbines – 8/26 1300 hours o T1 is out of service due to vacuum issues o T3 was permanently decommissioned in May 2021 o T4 is out of service due to ongoing repairs.  Operations will be working through this weekend on T4 to start testing the machine on Saturday o T5 is online o T6 is available for use  EMD – 8/26 1300 hours o EMD’s 2,3,4 & 5 available for use o EMD #1 is offline and undergoing control and fan upgrades.  Drainage Pumps – 8/26 1300 hours o 96 of 99 major pumps are available for use.  Drainage Ops testing the backup generators at the major DPS’s this week.  Underpass Pumps – 8/26 1300 hours o All underpass pumps are available for use.  Frequency Changers – 8/26 1300 hours o Frequency Changers #1 and #2 at Carrollton Frequency Changer Facility are available for use.
o Frequency Changers #3 and #4 at Station D are available for use. o Plant Frequency Changer at CWP is available for use. o Frequency Changer #2 at Algiers Water Treatment Facility is available for use.

Plaquemines Parish  No evacuation orders issued, and no shelters are open at this time.

St. Bernard Parish (Declaration Submitted 8/26)  No evacuation orders issued at this time. No shelters are open at this time.  Canals pumped down in anticipation of heavy rainfall.  Monitoring the system, meeting with parish partners, and providing updates to parish residents as required.

Region 2 Ascension Parish  OHSEP started its hurricane checklist preparations.  Unified Command Conference Calls will begin on 8/27.  EOC personnel are on standby until activation.

East Baton Rouge:  All parish departments are following hurricane checklist preparations.  All equipment was inspected and staged for response.  Search and Rescue Teams on standby.  Staging Shelter equipment & PPE for deployment.  Stocking all sandbag locations with sand and sandbags.  Parish UCG meeting set for 8/27 at 1500 hours. EOC staffing are on standby.

East Feliciana Parish  Conducted briefing with local officials.  911 Director briefed on staffing up as early as Sunday for opening extra consoles if needed.  DPW staging emergency equipment for rapid deployment.  Currently stockpiling and preparing local sandbag POD sites. Will confer with the sheriff on opening times.

Iberville Parish (Declaration Submitted 8/26)

Livingston Parish  Stocking all sandbag locations with sand and sandbags in case the public needs them.  Setting up a standby list for EOC and sheltering staff once activation is needed.

Pointe Coupee Parish  Conducting a Parish call on Tropical Depression 9 tomorrow at 9 am.

West Baton Rouge Parish  Conducting a leadership call or meeting either this evening or tomorrow morning.

West Feliciana Parish  West Feliciana leadership will hold a planning meeting on 8/27 at 1:30 pm. Region 3 St. Charles Parish  The EOC had an executive briefing this morning, 8/26. Full ESF and Parish Staff briefings will take place this evening.  The EOC will have additional staff on hand this evening and through the event.  A briefing with the nursing homes was held this morning, 8/26.  HESCO Basket deployment began today, 8/26, along Bayou Des Allemands.  Sandbags for residents will be available this evening, 8/26, at the east and west bank bridge parks.

St. John the Baptist Parish  Sandbag sites are on standby.  Public works crew(s) are checking pumps and equipment.

Region 4 Iberia Parish (Declaration Submitted 8/26)  Sandbags are available at multiple locations.

St. Landry Parish (Declaration Submitted 8/26)  Sandbagging and distribution to citizens and municipalities started 8/26.  Parish will conduct a radio roll call Friday morning.  Parish leaders are meeting Thursday afternoon to discuss procedures and plans. Region 5 Allen Parish  Sand and sandbags are ready at barn locations. Calcasieu Parish  COVID precautions are being followed.  All evacuation routes are open.

Region 6 Avoyelles Parish (Declaration in Progress)  In touch will all health care facilities to assist with any needs they may have.  Parish public works are working on flood-prone areas to ensure all drainages are clear. o The public works will have extra personal on call for any emergencies that may happen.  Sandbags are available at multiple locations.  Avoyelles will have a meeting on 8/27 with Elected Officials, Public Works & First Responders.

Grant Parish (Declaration Submitted 8/26)  UCG group met this morning and discussed preparations.  All departments, agencies, and organizations are monitoring forecasts.
