Tropics Update: Wednesday 9 AM

(1) NHC takes Louisiana out of the cone

(2) Rafael likely to become ‘Cat 3’ before Cuba landfall

(3) Rafael into the SE Gulf as a strong hurricane on Thursday

(4) westward turn, weakening trend and forward speed slows Thursday into Friday

(5) drifting Rafael into the weekend possibly dissipates over west-central Gulf
